ANTI RAGGING POLICIES

Ragging is a criminal offence as per the Hon’ble Supreme Court verdict. Ragging is an offence under penal code, which further define ragging as:
“Causing, inducing, compelling or forcing a student, whether by way of practical joke or otherwise, to do any act which detracts from human dignity or violates his/her person or exposes him/her to ridicule from doing any lawful act. By intimidating, wrongfully restraining, wrongfully confining, or injuring him/her or by using criminal force on him/her or by holding out to him/her any threat of intimidation, wrongful confinement, injury, or the use of criminal force.”
“Ragging in all its forms is totally banned in this Institution including in its departments, constituent units, all its premises (academic, residential, sports, kiosks, cafeteria, and the like) whether located within the campus. The Institution shall take strict action including but not limited to criminal proceeding and/or cancellation of admission against those found guilty of ragging and/or of abetting ragging and the burden of proof shall hereby lie on the perpetrator of alleged ragging and not on the victim. An offence of Ragging may be charged either on a written complaint by the affected or on independent finding of the Anti-Ragging Squad.

Ragging constitutes one or more of the following acts:
Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness the freshers or any other students.
Indulging in rowdy or indisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other students.
Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher.
Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health of person.
Any act or abuse by spoken words, emails, post, public insult which would also include deriving perverted pleasure, vicarious or sadistic thrill from activity or passively participating in the discomfiture to fresher or any other students.
Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by student over any fresher or any other student.

The college follows the following guidelines on the basis of the order of the Hon’ble Supreme Court of India passed in SLP No-24295 of 2006 dated-16.05.2007 and Civil Appeal No. 887 of 2009 dated 08.05.2009, as well as the AICTE regulations 2009, instructions from the University, Government of Odisha and UGC etc. to prevent and eliminate the scourge of Ragging in the College:
The Hon’ble Apex Court has taken a serious view on the occurrence of Ragging in educational Institutions; this fact has been brought to the notice of all students.
All senior students are made aware of the punishment to be awarded to them, if they indulge in any form of Ragging.
At the start of the academic session, all students have to submit an online affidavit/undertaking along with their parents/guardians to the effect that they would never be involved in any form of Ragging during their study in the Institution.
The college has constituted the Anti-ragging committee and squads for supervising the implementation of provisions of the Anti-ragging guidelines. The contact numbers of Anti-ragging cell are displayed at various places in the Campus as well as on college website. Also, for the awareness on Anti-ragging measures amongst the students, banners/posters are displayed at conspicuous places in the campus. CCTVs have been installed at various places to prevent ragging activities. If any student faces any issues related to ragging, he/she can report/meet on the displayed contact numbers of committee members.
Various anti-ragging movement/campaign/awareness will be initiated amongst the students/teachers/parents that ragging shall not go unpunished just after admission of new students.

At the time of admission (for new students)/registration (for existing students) students and their parents/guardians will have to submit online Anti-ragging affidavit/undertaking each academic year on a given website link (provided by UGC) www.antiragging.in
After opening of this link students/parents/guardians have to follow the following steps:
Step 1: Student will submit his/her details on the above website link and confirm that
he/she is agree that he/she will not engage in ragging in any form.
Step 2: The student will receive an email from UGC with his/her registration number and
a web link. The students will have to forward the link to email of the Nodal
officer (nodalofficer.rag@ieccollege.com).
Step 3: The Nodal Officer of the college can click on the link of any forwarded email and
He/she will get details of students who have submitted Anti-ragging
affidavits/undertakings. The list will be updated every 24 hours.
